In Dan. 7-23-24, Daniel is given the interpretation of the vision concerning this fourth beast with the ten horns, and the other horn that would come forth from them. He was told that this kingdom would be different from all the other kingdoms and shall devour, and rule the whole earth. "And the ten horns "out of this kingdom" (are) "ten kings" (that) shall arise; and another shall rise after them; and he (Satan's beast kingdom) shall be different from the first, and he shall subdue three kings" (Dan. 7-24). We see that the ten horns come out from this final kingdom, which we know as being the "7th kingdom." We also know the horns are "kings," not "kingdoms," Kings given authority to rule over this kingdom (Rev. 17-12). In this kingdom they are called "Presidents", who have been given authority to rule this kingdom. After these ten horns or kings arise and have been "crowned" to rule, another horn or king shall arise after them; but "different" than these other kings. This horn or king is Satan, the dragon who gives all authority to this beast kingdom. At that time, it becomes the beast in its final form, as some have come to express it. In any case, it has then become an anti-christ kingdom, who rules over the world, and whom the world follows (Rev. 13-3-4). And he shall subdue three kings. The word "subdue" is to mean "to bring under one's power, to bring under one's control."
This is how this horn-king Satan accomplishes this, through this beast kingdom that he gives full authority too. The subduing of these three kings are seen and accomplished through the "land for peace covenant called the Oslo Accord" signed on Sept. 13,1993. Phase two of that Accord was signed on Sept. 28,1995. Attending the signing of the "Phase two Accord" were President Hosni Mubarak of Egypt, King Hussein of Jordan. These two countries and kings had made peace with Israel. Yitzhak Rabin of Israel makes the 3rd country and king. These are the three horns or kings that were to be "subdued" into this "land for peace covenant." By the horn-king Satan using the beast kingdom to try and destroy God's land covenant promise given Israel, and Israel herself as a nation.
In Rev. 12-3-4 John sees a great wonder in heaven. "A great red dragon, having seven heads and ten horns, and seven crowns upon his heads.---and the dragon stood before the woman which was ready to be delivered, for to devour her child as soon as it was born." Most agree that the "woman" spoken of here, represents "Israel," and the "child" referred to here is the "Christ-child" seen in Rev. 12-5. The "child was caught up unto God, and (to) his throne." After Christ was "caught up unto God", history tells us that the woman-Israel was scattered throughout the world. This can be seen in verse 6. "The woman (Israel) fled into the wilderness (countries) where she hath (after the dispersion) "a place prepared of God,---." After their dispersion into this "wilderness", they would be brought back to "a place prepared of God", the land of their forefathers in Palestine and be made a nation again when that time would come. But here at this time, the dragon is seen as having "seven heads and ten horns, and seven crowns upon his heads."
From this context we see at this time he has "seven heads." To indicate the 7th kingdom now exists, and Satan rules "in part" over it. We know this because we see these seven heads are "crowned" representing ruler-ship and authority as kingdoms. But here, not so with the ten horns, for here they are not crowned as yet. We only see the ten horns "crowned" in Rev. 13-1, where he horn-king Satan is about to give all authority to the beast whose ten horns have now been "crowned." But here in Rev. 12-3, he has only limited power and stands before the woman (Israel) who is "ready to be delivered" from her worldwide dispersion, so that he Satan, can devour the child, the nation's birth, as soon as it is born, figuratively speaking. History reveals the truth of this prophecy. No sooner was Israel delivered and gave birth in 1948 did Satan try to devour the "child" (Israel) using the Arab nations to accomplish it, but limited in power, he failed. Continuing with verse 6, the "fleeing in the wilderness" before her birth, "they (wilderness-world) should feed her there a thousand two hundred and threescore days." This anticipates or looks forward to the time when after she's a nation again, she would be protected in that time from the "face of the serpent." This is seen in Rev. 12-13-17, where after the war in heaven Satan has now been cast to the earth, where the child-Israel had been given birth as a nation. "He (the dragon) persecuted the woman which brought forth the man-child (Christ). And to the woman were given two wings of a great eagle (God's protection using the U.S. to help give her birth) that she might fly into the wilderness, (then), into her place (God's promise, her birth as a nation), where she is nourished for a time, and times, and half a time (three and a half yrs.), from the face of the serpent." (Rev. 12-13-14).
We see during this time "The serpent cast out of his mouth water as a flood after the woman." A figure of speech to mean using his followers to persecute and attack her. "That he might cause her to be carried away of the flood", that she might be destroyed in this way. But he fails for "the earth (peoples) helped the woman, and the earth opened her mouth, and swallowed up the flood", peoples preventing it from happening; "which the dragon cast out of his mouth."And the dragon was wroth with the woman, and went to make war with the remnant of her seed, (that remnant) which keep the commandments of God, and have the testimony of Jesus Christ "(Rev. 12-15-17). These are the saints in the body of Christ.
These verses show us at that time the dragon only had limited power, for his ten horns had yet to be crowned. We see that meanwhile he begins to make war with all those who believe in God and Jesus Christ, the saints in the body of Christ. To bring about the "falling away" or apostasy prophesied to come in the end time.
It was noted, that these ten horns or kings would come from this final 7th kingdom as being the U.S.A. When looking to history, we see that shortly before and to the time that Israel was given birth as a nation, the 1st horn or king in office was President Harry Truman (1945-1953). Throughout scripture kingdoms, kings and nations are only mentioned when they come into contact with Israel, the Jews, its land and its history. This is why we see the beast having ten horns on its head, and not more or less. For these are they that would come in contact with Israel, the Jews, its land and its history when they would become a nation again. So even though this nation, the U.S. has had many Presidents before Harry Truman, they would not be recorded in scripture as "horns" on the beast's head. Only those "horns" Presidents seen there on the beast's head would be recorded, and they are seen as being "10 horns" or Presidents.
Because of Harry Truman's policies concerning the state of the Jewish people, by God's will, became the greatest reason why Israel came to birth. When we look to the history and chronology of the Presidents in office, beginning with President Truman, at the time when Israel was given birth as a nation, we would see "the 10 crowned horns" on the beast's head. Where then he would come forth in his final form to fulfill the prophecy seen in Revelation chapter 13.

Looking to this chronology, we see the ten horns or kings that "must be crowned" before Satan can come forth and give authority to the beast seen in Rev. 13-1 to fulfill the prophecy seen throughout Revelation. "For God hath put in their hearts to fulfill his will, and (they) to be of one mind and give their kingdom unto the beast (that would come forth in Rev. 13-1 in its final form), until the word of God shall be fulfilled."
We see here that once the ten horns, or the tenth horn king has been "crowned", Satan would then be able to come forth to fulfill the prophecy. And we have noted here above that the 10th horn or king that would come from this kingdom, since the birth of the woman Israel was Bill Clinton, inaugurated in January of 1993, his first term in office.
So we see the prophecy reveals that when this final beast kingdom comes in its final form seen in Rev. 13-1, Satan the dragon would then give the beast "his power, throne, and great authority." This would in turn begin that phase of the Lord's end time prophecy. The prophecy also reveals that these 10 horns or kings come out of and within this 7th kingdom, and not from a 10 nation kingdom alliance taught by many that would give their allegiance to the beast. The prophecy states in Rev. 13-4-8 and here in Dan 7-25, it is during this time he subdues three kings. "And he shall speak (blasphemous) words against the Most High, and shall wear out the saints of the Most High, and think (try) to change times and laws; and they shall be given into his hand "until" a time and times and the dividing of time."
The word "until" is important to understand here, for the word means "up too, as far as, up to that time." Up to that time given him and no further. So the meaning of this verse is that "this power" to be given him is limited in time to what the context reveals. After that, that particular power given him, will begin to wane and be taken away. For "The judgment (court) shall sit, and they shall take away his dominion (power, rule, and authority), to consume and to destroy it unto the end" (Dan. 7-7-12). So we see from these verses that once he's given this power to fulfill what is given him for 42 months, his power would then begin to be taken away, but not the end of the prophecy fulfillment itself. This time of the prophecy is seen in Dan. 9-27, in the midst of this "seven," he shall cause the sacrifice and offering to cease, and for the overspreading of abominations he shall make (it) desolate even until the consummation, and that determined ( God's judgments) shall be poured upon the desolate."
